Platform account closed: request for review
Ask a delivery or ride platform to explain why it closed your account and to reopen it. Ready-made letter in English with a guide. Free, no sign-up.
Sections of the template
Sender and recipient
- Basic details. Use the same email address as on your account so that the platform can identify you. Send the letter through the platform’s support channel or by email and keep a copy.
Starting point of the request
- Neutral. Recommended. You do not commit yourself to any legal characterisation before you know the reason for the closure.
- I dispute the reason. When you know what the closure is based on and you are sure the reason is wrong. If you do not know the reason, choose Neutral.
Reasons for the closure
- I ask for the reasons. The core request. Without the reasons you cannot assess whether the decision is right or correct a possible mistake.
Access to personal data
- All data about me. The most comprehensive option. You also receive your delivery history, ratings and customer feedback that the decision may be based on. The reply may come as a large file.
- Only data related to the closure. A narrower request that is easier to answer quickly. You can ask for the rest of your data later.
Review by a human
- I demand human review. An algorithm may have closed the account because of, for example, an identity verification error, a location anomaly or customer feedback. The right applies to decisions based solely on automated processing.
- I ask for a new assessment. When you know that a person made the decision. The request is based on fairness, not directly on the law.
Your own account of events
- I give a short explanation. Only when you know the reason for the closure and your explanation corrects an obvious mistake. Write briefly and only about things you can prove. Anything you write may later be used when the matter is decided.
Fees and deductions
- I ask for a statement and payment. Closing the account does not remove your right to fees already earned from completed deliveries. Always ask if there was an unpaid balance on the account.
- I ask only for a statement. When you are not sure whether any fees are unpaid.
Correction
- I ask you to reopen the account. The most common aim. The request does not waive your other claims.
- Reopen or give a final decision. When you need a clear answer for the next steps, for example when applying for legal aid or unemployment benefit.
Keeping the data
- I ask you to keep the data. Prevents the data from being deleted at the end of a storage period before the matter has been settled.
Deadline for the reply
- 14 days. Recommended. The one-month deadline for the data request comes from the law and cannot be shortened.
- Only the statutory deadline. When you want to give the platform time. The platform may extend the deadline for the data request by up to two further months if it tells you so within the first month.
Signature
- Kind regards. Add a phone number or other contact details. Send the letter in writing (email or support channel) and take a screenshot of the sent message.
Platform account closed: your rights
A platform may close or suspend an account because of, for example, an identity verification problem, customer feedback or a suspected breach of its rules. Under the General Data Protection Regulation, the platform must give you the data it holds on you and tell you whether the decision was made automatically. If the decision was made solely by automated means, you can demand that a human reviews it. These rights are yours whether you are an employee or self-employed.
- Under Article 15 of the General Data Protection Regulation (GDPR) you are entitled to a copy of all data concerning you, including information on automated decision-making and its logic. The request is free of charge, and the reply must be given within one month (Article 12). The platform may extend the deadline by up to two further months if it tells you so within the first month.
- If the account was closed solely by an algorithm, you can demand that a human handles the matter, express your point of view and contest the decision (Article 22(3)).
- If the platform does not reply within a month or refuses, you can lodge a complaint with the Data Protection Ombudsman of Finland (tietosuoja.fi). The complaint is free of charge.
- Do not admit anything in the letter before you know the reason for the closure. Take screenshots of your earnings, messages and the closure notice before you lose access to the app.
- Are you an employee or self-employed? This is decided on the basis of the contract and the actual working conditions, not the name of the contract. Finnish courts have assessed food couriers differently; see the court decisions below.
- If you are an employee, closing the account is in practice a termination or cancellation of the employment contract, which requires grounds and a procedure under the Employment Contracts Act. A court cannot restore the employment, but for termination without grounds it orders compensation, usually 3 to 24 months’ pay (Employment Contracts Act, chapter 12, section 2). Get advice before you rely on being an employee.
- The EU Platform Work Directive ((EU) 2024/2831, Article 11) requires a platform to give written reasons whenever an account is suspended or closed by a decision taken or supported by an automated system, and to reply to a request for review within two weeks. The directive must be implemented by 2 December 2026. Finland had not passed an implementing act by 24 October 2026, so the right is not yet in force in Finnish law.
- The public legal aid office (oikeusaputoimisto) gives advice and help at the state’s expense if you have a municipality of residence in Finland or live in an EU or EEA country. Help is free if the disposable income of a person living alone is at most 600 euros a month, and partly free up to 1 300 euros. Disposable income is income after taxes, housing costs and certain other expenses. Savings and other assets also count. The legal aid fee is 70 euros if the help is not entirely free.
- For a matter concerning a self-employed person’s business, legal aid outside court is given only for a special reason. Tell the legal aid office that it is unclear whether you are an employee or self-employed.
- The Service Union United PAM represents couriers and has a couriers’ branch, PAM Couriers Finland. Ask the union about the terms of membership and legal protection.
Court decisions
- KHO 2025:41 (Supreme Administrative Court). Wolt couriers worked in an employment relationship (4 votes to 1), because the platform could monitor the work, reduce fees and end the contract immediately on the basis of negative feedback. The case concerned working time records, and the Working Hours Act was in the end not applied because the couriers decided their own working hours and worked away from any fixed workplace for a fee per delivery. The court applied chapter 1 section 1 of the Employment Contracts Act as it stood before 1 July 2023. On 19 March 2026 the court rejected Wolt’s application to annul the decision.
- Insurance Court 24.2.2026/607:2025. A Wolt courier was in an employment relationship, and the Employees Pensions Act applies to the work. Using a substitute required agreement with the platform, and the courier had not used one, so the courier did the work personally.
- Insurance Court 21.5.2024/2205:2022. A courier for another platform was not in an employment relationship even though the platform directed and supervised the work, because the contract allowed the use of a substitute without conditions and the platform’s consent was not required in practice (12 votes to 2). The case concerned occupational accident insurance and a 2021 contract, and it applied chapter 1 section 1 of the Employment Contracts Act as it stood before the 1 July 2023 amendment. A substitution clause alone does not decide the matter: later decisions looked at whether the courier actually used a substitute.
- Supreme Administrative Court 13.5.2026/1304. Fees paid to a partnership working as a Wolt courier were taxed as the partner’s salary (3 votes to 2). The court assessed the courier’s position as in KHO 2025:41, and the right to use a substitute without notice from 1 April 2025 did not change this. The case concerned income tax, not employment terms.
What to do
- Take screenshots of your earnings, messages and the closure notice.
- Send this request to the platform in writing and keep a copy.
- Wait for the reasons before you tell your own side of the story.
- If the data request is not answered within a month, complain to the Data Protection Ombudsman.
- If the closure takes away your livelihood, contact the public legal aid office or a trade union.
